All I know is what you must eat -- but are there any further requirements when it comes to those bodies? How often, how freshly deceased, so on and so forth.

An adult ghoul requires one body a month, eating little compared to humans. There is no need for freshness, no. Preferably not rotten, as it will have less nutrients and thus will not feed the ghoul properly.

Understandably so. In that line of work, one must be cautious to evade detection. Do be certain to tell her I will pay her generously for her aid, and if she does not trust the government -- this may very well be a way to prove her suspicions are indeed completely justified.

It would only be in severe cases that we would have to resort to organs. Unfortunately for my city, murder runs rampant. And a lot of times, those victims go unidentified or unclaimed. Rather than see them be incinerated, it only makes sense to have them be passed into your hands. And I imagine those were the same sorts of bodies the government was providing for you at the time you were registered.

No, they weren't. The government provided my with bodies donated to science, but that ended up not meeting the requirements for said science. John Does and criminals were not in the list unless they had a document saying they wanted so to happen. [ that IS what he eats now, though. And Maurtia Falls is one of Kaneki's best hunting grounds exactly for that reason. Which is illegal, thus he isn't going to admit to it, specially to an ambassador. ]
The government has never done anything against me, exactly. But the arrangement we had wasn't truly an arrangement; I was forced to be under their registration system - which they claim to be optional - if I didn't want to starve. And food is a person's basic need, and in a way, they were using it in order to keep me registered. [ of course he means if he wishes to be a good person and NOT do illegal stuff. Which he is doing, and could send him to jail - for eating. ] In the future, that could be used to do something against me, to force me to do something. [ which people have done, back in Sasaneki's world. He is VERY familiar with being on a leash ]
So I decided to take the option they claim it exists. Of course that means I'm probably doing illegal things, and they know that. Which they can use to lock me up, if they ever get any proof. [ hence why this matter has to be resolved. He needs the government to allow him to get food legally without forcing registration on him. ]
I can appeal to them. If that is what you wish. It is true you should not have to run the risk of being arrested simply for eating what your body is designed to eat. And you should not have to feel as though your hand has been forced. If you truly wish to do this through legal means, I can help you to that end. But even if they accept that you will not register, they may still come to expect something from you in return.

Or, I can obtain that food for you through means that might not quite be considered legal and put you into contact with those who can help you to that end. I can help sweep all of that under the rug to protect you and the parties involved from government punishment. Then, you would have no obligation to the government, but still may have to face questioning someday if they start to wonder how it is you've been feeding. ImPorts with regenerative properties donating limbs would be a suitable enough answer to that question, I would imagine.

My interest lies in protecting my own kind above all else. So the choice is yours when it comes to how we proceed from here, Kaneki.
I can obtain my own food without going through many loops while there is nothing they can tie me with. [ if he can get it back home, where he is a wanted person, he can easily get them here without ever being found out. But that is a pain, honestly, as it obviously makes him someone the government would eventually worry about. They don't have proof, but they know he is doing something illegal and that's a kind of attention Kaneki doesn't want on himself. ]
Legality is my concern. I wish to be able to eat without having to be forced into a relationship with the government that I do not desire and that they continue to claim it's still very optional; I also wish to be able to eat without having to resort to illegal means which I am supposedly using currently, and that the government would lock me up for. [ supposedly. he's making sure there are no records of him admitting to it ]
I do plan on bringing this to the other Ambassadors as well. As you can imagine, though, it's much easier when I already fo have your understanding and support as you are an Ambassador yourself, Lord Baelish.

You do have my support, Kaneki. It is not a choice for you, but a requirement. You did not ask to come to this world, and they cannot simply starve you because your meal requirements do not meet their moral standards. It would be no different than denying us food simply because we chose to unregister. It is a wise approach -- utilizing each of the ambassadors. Our collective strength could shake a movement in the government at large rather than a small window. For instance, I might only be able to do something for you in terms of Pennsylvania, but nothing beyond that scope.
But I will fight on your behalf. And I do hope the others will as well. Have you considered speaking to Mitchell Hundred? He may be a good alliance to have as he works toward a seat on the Senate.
[ kaneki's opinion is that if she wanted to be an Ambassador for a group of interdimentional travelers from all sorts of lives and worlds, she has got to deal. I believe it is worth a try. Former Ambassador Hundred is quite understanding to the plights of imPorts. He's been in this world since the beginning and came over from another world similar to this that he spent many years within. Long enough to become mayor of their city. He has seen all kinds of individuals and and I'm certain he has had to meet people of similar dietary requirements. None of which who have probably gone about it the right way as you intend.
His very reason for seeking this position in the Senate is to give us imPorts a voice there. And this is the sort of issue that needs a respectable voice. I can approach him with the topic initially, if you wish. Even if he does not agree to bring this up to the government immediately, I know because of all his experience, he will have insight on how best to approach this situation for all of us.

I don't have anything else to discuss but- I just wish to mention something else. I don't want the government to give some sort of special access. I want this to involve all the imPorts. My situation is strange, but I'm sure there are many others that require something specific - dietary or medical or anything else - and I fear the government may use that to force registration. [ so, in other words ] I want to change this for everyone, not just myself. [ because Kaneki actually has cannibal friends, and vampire friends, too ]
It's quite the noble cause you are undertaking. But it's also a precarious situation. While we did not ask to be a part of this world, this government also does not have to take care of us in the way it does. You should not have to feel forced into it, but registration is a sign of good intent, a pledge that you will not do this country any harm. And while I do agree that you should not be forced to register in order to get the things you need, as I said it would be equivalent to them withholding food from us if we chose not to register, I can also see them growing wary if more and more imPorts in your situation chose not to.

For now, I do fear we may be met by backlash if we try to push for too much too quickly. The government may simply feel that they should not be forced to help the unsettled, even those with special requirements, if the unsettled cannot pledge good will in return. And what I would need from you in return is to show them that simply because you've chosen to be unregistered does not mean you intend to cause trouble or do harm. Just the opposite.
