CHRONOLOGY: Season 5, episode 6. After his last appearance in Kings Landing
CLASS: Villain. Petyr's motivations are an enigma, but I class him as a villain simply because of his lack of moral compass and the fact that he thrives on chaos, manipulating things into said chaos so he can further himself in the end.

BACKGROUND: So let's take the Game of Thrones universe and compare it to modern day MoM. They live on an earth-like land that isn't quite earth, referred to as the "known world." None of the same countries exist, none of the same geography exists, and perhaps the only similarities are that they have a sun, blue skies, water, and land. As far as technology goes, nothing of the modern day is utilized. There is no electricity, no vehicles, no convenient teleporting porters. They use horses for travel, crows to send messages, quills and ink to write those messages, and candles for light when the natural sunlight is not enough.
The known world is divided into four known continents. Ulthos, Sothoryos, Essos, and Westeros. Since this application pertains to Petyr, we will focus on Westeros where he hails from. Westeros is an extremely large area where most of the action in the series takes place. It's governed by a political entity known as the Seven Kingdoms. One ruler presides over these 'seven kingdoms' and has taken up the Iron Throne in the capital city of Kings Landing. At the time Petyr is coming from, the current king is Tommen Baratheon.
In Westeros, and most notably Kings Landing, punishment for disobeying laws can be swift and brutal. Trials for treason and other crimes can either be given by presenting evidence or 'trial by combat' wherein a man will either fight or relegate a hero to fight for his freedom. Capitalism still brings wealth to noble men and women, and their currency is measured in precious metals (gold, silver, etc). There is a very clear divide between the poor and the wealthy, and the poor have been depicted as living in squalor with streets full of human waste.
Now that I've painted a picture of the world, let's get to the man this application is about. Lord Petyr Baelish, the only surviving member of House Baelish. His family had a minor lordship on the east coast of Westeros, a few stony acres in an area known as The Fingers. Petyr's father served under a man named Hoster Tully and he requested that Tully foster his son Petyr at Riverrun. This was apparently a great honor for a lesser Lord's son, and because of their good relationship, Tully agreed.
Petyr came to live with him and his children. Most notably, he came to live with Catelyn Tully who he quickly fell in love with. The complication of this was that Catelyn's sister Lysa was in love with Petyr, so they formed an awkward love triangle with Catelyn oblivious to it all. Inevitably, Catelyn was promised to the heir of Winterfell -- Brandon Stark. Petyr, driven by jealousy and affection, challenged Brandon to a duel for Catelyn's hand in marriage. The end resulted in Petyr getting his ass handed to him and nearly losing his life. Catelyn begged Brandon for mercy, claiming that she only thought of Petyr as a brother and nothing more. This saved his life, but changed the very man he was.
Brandon wound up killed and Catelyn then went on to marry his younger brother Eddard Stark. At roughly the same time, Lysa was wed to Jon Arryn, ruler of the Vale. Petyr, seeing an opportunity in this, used Lysa to worm his way into Jon's services. After a series of manipulations and increased revenue for the city, Petyr convinced Lysa to get Jon to have him put on the small council of Kings Landing as the Master of Coin. Because of his good work in the Vale, Jon Arryn agreed.
Once in Kings Landing, Petyr went on to invest in a multitude of high-class brothels. He began his ascent to wealth and also, using some of these whores, built a spy network which was second only to the Master of Whispers (Varys). His position as the Master of Coin landed him on the King's small council. And this was where we saw Petyr at the start of the series.
After King Robert Baratheon named Eddard Stark Hand of the King, Petyr was there to greet him at the Small Council meeting when Eddard arrived in Kings Landing -- pointing out that he was a friend of Catelyn's. He also made it no secret that he once loved Catelyn dearly when he introduced himself -- recounting the tale about Eddard's brother Brandon cutting him during a duel and after Eddard made a teasing comment about Petyr choosing the wrong man to duel with, Petyr said that it wasn't the man he chose, but a woman. Catelyn Tully.
Throughout Eddard's time in King's Landing, Petyr remained by his side. And though he told Eddard he shouldn't trust him, Eddard went on to give him his trust regardless -- viewing him as a true friend. And well, that didn't exactly end well for Eddard. When Robert Baratheon suffered from a hunting accident and was laying on his death bed, he named Eddard Stark Protector of the Realm until his son Joffrey came of age. Little did Robert realize, Joffrey and all of his children were not actually his children, but rather the product of incest between Cersei Lannister and Jaime Lannister. Eddard had come to find this out and knew that Joffrey was not the rightful heir; it belonged to Robert's brother, Stannis Baratheon instead.
Eddard went on to confide these things in Petyr, and Petyr advised him to let things slide. Bound by his sense of honor, Eddard claimed he could not do that and asked for Petyr's help in having the Gold Cloaks at his disposal (the city watch who earned their keep through Petyr Baelish as Master of Coin). Petyr neither agreed nor disagreed, musing aloud about who the Gold Cloaks would follow when two sides proclaim different kings. And with a gesture to himself, he remarked: "the man who pays them."
As soon as Robert passed away, Cersei worked quickly to name Joffrey king. Eddard went before him and presented the truth which Cersei denied. A fight broke out with Baelish's Gold Cloaks being the ones to tip the scale. However, instead of aiding Eddard, Petyr wound up betraying Eddard and ordered them to kill all of Eddard's men. Eddard was seized and the last thing Baelish said to him was: "I did warn you not to trust me."
After this, Eddard was given the chance to publicly speak his 'treason' and renounce his claims in order to 'save his life.' But as soon as he did, Joffrey went back on his word and ordered Eddard to be beheaded. Sansa Stark, Eddard's and Catelyn's daughter who was betrothed to Joffrey at the time, saw this all and realized she had come to be a prisoner in a terrible situation with no friends. Until Petyr, of course, made himself known as a 'friend.'
Baelish continued to maneuver on in this manner throughout the series, playing all sides and being a man no one could trust who seemed, for some reason, trustworthy in being untrustworthy. People would accept his help and aid without realizing they were playing right into his hands.
It was after the death of his beloved Catelyn Stark at the hands of the Bolton's who were secretly working with the Lannister's, that Petyr went on to orchestrate the poisoning of King Joffrey in retaliation as well as to liberate Sansa Stark from their clutches. Joffrey's younger brother Tommen was then crowned the next King.
Without getting too deeply into the events that happened next, as this section is already at novel length -- after the poisoning of Joffrey, Petyr maneuvered his way into marrying Lysa Arryn, killing Lysa and still maintaining his status as Lord Protector of the Vale until Lysa's son Robin came of age, and playing roughly three sides of the ongoing war while setting himself up to be in good standing with all of them no matter which side came out the victor. In summary, Petyr Baelish is a sneaky jerk.
PERSONALITY: Where does one begin when it comes to the enigma that is Petyr Baelish? When I think of him, the first thing I think about is his ambition. Petyr is a man who will do anything to see himself rise to power. He has no qualms about murder or betrayal if it will see him through his agenda and put him in a higher place. And the path he takes to get what he wants is often not at all linear. When playing the "game of thrones," Petyr will often attack all sides -- setting things up so that no matter what happens, he will come out on top.
For example, in season 5, knowing that Sansa Stark is the key to Winterfell as the oldest living sibling of the Stark family, Petyr convinces her to marry Ramsey Bolton as the Bolton's currently occupy Winterfell. Because the Bolton's were involved in the deaths of Sansa's oldest brother Robb and her mother Catelyn, Baelish tells her that she will be in the ideal place to get revenge and reminds her that Stannis Baratheon and his army are on their way to attack the Bolton's. Then later on, Baelish leaves Winterfell for Kings Landing and tells Cersei about the arrangement of Sansa and Ramsey (leaving out that he was behind it, of course.) Cersei gets angry that the Bolton's betrayed her, and Petyr tells her that the two armies (the Bolton's and Stannis) will have a battle and that she should wait to see how it turns out before swooping in to take down the victor. He, then, offers his own army from the Vale and tells her all he wants in return is to be named Warden of the North if they succeed. After Cersei speaks to her son and has it issued as a royal decree, Petyr then betrays her by telling someone information that leads to Cersei's arrest by the Faith Militant Cersei herself had put into place, not realizing the power she restored to them would allow them to arrest the Queen Mother under perceived sinful acts. ALL OF THIS TO SAY: Petyr will do what it takes to play every side to his advantage.
This example also shows that he is cunning and a ruthless schemer. He takes the time to know these people and to know how to play things up to their advantage, using their weaknesses against them. Because of Petyr's position as a brothel keeper and being a lesser lord (at least until he earns Harrenhal), he is often looked down on and underestimated. Petyr uses this to his advantage, knowing that because of his status, no one will really expect the things he does.
But we can't talk about Petyr's personality without addressing his love for Catelyn Stark. He genuinely does love her, at least as much as he is capable. When it comes to Catelyn, she seems to be the only person he cares about other than himself. But that doesn't mean that care isn't selfish. Maybe when they were growing up, his feelings were pure. But now, many years later, Petyr's love seems to have become a fixation and an obsession. There is one scene after Catelyn's husband is killed when Petyr goes to see her. Rather than expressing any form of condolence for her loss, he immediately goes on to say that 'fate has given them a chance to be together' to which she rejects him immediately.
Interestingly, while Petyr is a man of careful planning and caution, it is for Catelyn that he becomes his most reckless. This is seen when he challenges Brandon to a duel for her hand in marriage. Petyr goes into this knowing full well he doesn't stand a chance, but he is willing to put his life on the line for the smallest hope of being with her. And then, after Catelyn dies, Petyr orchestrates an elaborate scheme to poison Joffrey, knowing full well that if he were to be caught, it would mean immediate death. But once again, he risks it so he can have revenge on behalf of his beloved.
In the show, Petyr does go on to show affection toward Sansa. Especially once Catelyn dies. But I don't believe this is love. Sansa is the only living trace of the woman he loved and quite frankly what Petyr's got going on for is some serious lust for his teenage dream. But I also believe in his own way, he cares for her. Not to the extent he cared about Catelyn, but he does want to see Sansa rise into her own power. At one point when Sansa is refusing to go along with the plan to marry Ramsey, Petyr tells her that if she really wants, they will turn around and leave. I believe he means that. He does manage to convince her to go along with the plan, but I don't think he would have put her in that position if she continued to not agree. He genuinely wishes to see her take back her power and the miscalculation he makes is being unaware of how much of a psychopath Ramsey Bolton actually is.
Other than those two, though, Petyr is shown to have little care for anyone else. Although he calls Varys (a eunuch and Master of Whispers) a friend, he is always belittling him and his condition. Although he grew up with Lysa and used her as an accomplice to many of his schemes, he has no qualms about pushing her to her death out a door that leads to a jagged cliff. Although he aligns himself with House Tyrell in order to poison Joffrey, he still provides Cersei with an opportunity to have both Margeary and Loras arrested. He's an ass and a terrible friend.
Petyr isn't exactly trustworthy. He seems to emit this slimy aura and can come off as a bit creepy. People often don't like or trust him as a first impression. He can be rude, snide, or crude in the things he says. And if he can get away with it, he will often retort to things with biting sarcasm. But he can be charming, and he is very good at talking his way around things. It's through the power of his words that he can manipulate things best. It's through sound advice he gives that he manages to gain the trust that doesn't come naturally at first. He can tell a smooth lie and spin truths in his favor. And he often knows more than a lot of people think he knows due to a network of spies he has in place all around Westeros.
Petyr definitely isn't a fighter. In terms of physical strength, he is pretty damn weak. But he more than makes up for that with his intelligence and knack for negotiation. If he can convince people to do the fighting for him, why does he need to bother getting his hands dirty? But the most important thing to note is that Petyr Baelish thrives best in chaos. He views chaos as a ladder of opportunities and would gladly see the world plunge deep into it so that he has the chance to attempt the climb. As Varys once said: he would see this world burn if he could be king of the ashes.
POWER: Monetary Manipulation: This power would be considered something of a glamour. Petyr would be able to take mundane items (rocks, buttons, leaves, paper) and turn them temporarily into some form of precious currency (gemstones, gold coins, dollar bills, etc). The glamour would hold for roughly a week before all objects would revert to their original state. This power would also technically allow him to manipulate the numbers of digital currency -- allowing bank accounts to show more than they actually have, credit cards that have maxed their limits to suddenly have more to spend, loans to appear larger than they actually are, etcetc. But the risk of doing this is that it leaves a paper trail and after a week of time, it would be a simple matter for the companies to see something is amiss.
Mockingbird Transformation: This power would make Petyr able to transform into a mockingbird. He can also communicate with and understand other mockingbirds as well as summon them to him by letting out a certain whistling call. Any bird within range would flock to his side, even when he's in human form.

He genuinely wishes to see her take back her power and the miscalculation he makes is being unaware of how much of a psychopath Ramsey Bolton actually is.
Other than those two, though, Petyr is shown to have little care for anyone else. Although he calls Varys (a eunuch and Master of Whispers) a friend, he is always belittling him and his condition. Although he grew up with Lysa and used her as an accomplice to many of his schemes, he has no qualms about pushing her to her death out a door that leads to a jagged cliff. Although he aligns himself with House Tyrell in order to poison Joffrey, he still provides Cersei with an opportunity to have both Margeary and Loras arrested. He's an ass and a terrible friend.
Petyr isn't exactly trustworthy. He seems to emit this slimy aura and can come off as a bit creepy. People often don't like or trust him as a first impression. He can be rude, snide, or crude in the things he says. And if he can get away with it, he will often retort to things with biting sarcasm. But he can be charming, and he is very good at talking his way around things. It's through the power of his words that he can manipulate things best. It's through sound advice he gives that he manages to gain the trust that doesn't come naturally at first. He can tell a smooth lie and spin truths in his favor. And he often knows more than a lot of people think he knows due to a network of spies he has in place all around Westeros.
Petyr definitely isn't a fighter. In terms of physical strength, he is pretty damn weak. But he more than makes up for that with his intelligence and knack for negotiation. If he can convince people to do the fighting for him, why does he need to bother getting his hands dirty? But the most important thing to note is that Petyr Baelish thrives best in chaos. He views chaos as a ladder of opportunities and would gladly see the world plunge deep into it so that he has the chance to attempt the climb. As Varys once said: he would see this world burn if he could be king of the ashes.
POWER: Monetary Manipulation: This power would be considered something of a glamour. Petyr would be able to take mundane items (rocks, buttons, leaves, paper) and turn them temporarily into some form of precious currency (gemstones, gold coins, dollar bills, etc). The glamour would hold for roughly a week before all objects would revert to their original state. This power would also technically allow him to manipulate the numbers of digital currency -- allowing bank accounts to show more than they actually have, credit cards that have maxed their limits to suddenly have more to spend, loans to appear larger than they actually are, etcetc. But the risk of doing this is that it leaves a paper trail and after a week of time, it would be a simple matter for the companies to see something is amiss.
Mockingbird Transformation: This power would make Petyr able to transform into a mockingbird. He can also communicate with and understand other mockingbirds as well as summon them to him by letting out a certain whistling call. Any bird within range would flock to his side, even when he's in human form.

I wished to ask this question to as many of you as possible: who is it you support in this warring world? And how do you feel about being thrust in the middle of a war that has nothing to do with you? If I am to understand correctly, I have heard you recently had some trying times. My sincerest condolences for all that you suffered. But let us speak of the future and our role in this world, for the future is the only thing we have the chance of changing.

07/22/16; canon update
As Sansa works with Jon to build an army in order to fight Ramsay and take back their home of Winterfell, it seems as though none of the houses are willing to support them. The army they amass is small compared to the one the Bolton's have. And realizing the odds are against them and there's too much at stake, Sansa contacts Baelish and requests the help of the Vale, promising him that he would be greatly rewarded.
So as the battle goes down, Ramsay manages to get Jon's army completely surrounded and just when it appears as though they have no hope -- that is when the Vale rides in and saves the day. They win the fight and the Starks are able to reclaim Winterfell.
After a bit of time passes, Petyr meets up with Sansa and tells her he has declared his loyalty to House Stark for all to hear. Sansa, of course, is skeptical -- saying that he's declared for other houses before and it never stopped him from serving his own purpose. But Petyr tells her all he wants is to sit on the Iron Throne with her by his side, and that the North should rally behind the true born daughter of Ned and Catelyn Stark. Not some bastard born in the south.
When we last see Baelish, all of the houses that were once loyal to the Starks have assembled in the great hall of Winterfell. And in an emotional moment, they all declare Jon Snow the King of the North -- the same way their brother Robb Stark had once taken the title. While everyone proudly chants 'King of the North! King of the North!' Baelish exchanges a look with Sansa that pretty much reads: it should be you.
